Troy is a 2004 graduate of Baylor Law School and obtained his undergraduate degree from Boston College. Troy is licensed to practice law in Texas and brings over 16 years of experience and insight as a government regulator who regularly dealt with administrative law, litigation, ethics, and open government issues. In addition to serving as a staff attorney, and deputy director, Troy spent over 5 years as the Director of Enforcement at the Texas Appraiser Licensing and Certification Board (an independent subdivision of the Texas Real Estate Commission). He understands the typical thought processes government agencies go through when handling professional license complaints. Mr. Beaulieu has litigated and resolved a wide variety of regulatory matters before the State Office of Administrative Hearings that involved both appraisers and appraisal management companies, with a particular focus on cases involving allegations of gross negligence, serious ethical violations, and fraud. Many of these involved parallel regulatory, civil, and criminal proceedings. In his spare time, he enjoys reading about American history, cooking, traveling, and spending time with his wife and two children.
