Cosmetology includes professional skills in haircare, skin care, cosmetics, manicures and pedicures, and certain hair removal services. Cosmetologists and businesses that offer cosmetology services are regulated by the Texas Department of Licensing and Regulations (TDLR).
Cosmetology Establishments in Texas are required to post a sign with information concerning services and assistance available to victims of human trafficking. This requirement is pursuant to Texas House Bill 2552, and requires a licensed cosmetology facility to display a sign approved by the TDLR. The sign "must be in English, Spanish, and Vietnamese and include a toll-free telephone number of a nationally recognized information and referral hotline for victims of human trafficking." Tex. OCC §1602.408.
There are three different version of the sign created by TDLR. One of the following must be posted:
Each of the above is designed to be printed in color or black and white. The sign must be placed in a prominent location where it can be seen by the public. If you do not display the sign, a TDLR inspector may note a violation on your inspection report.
Human trafficking involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act. The TDLR states that it is a "hidden crime as victims rarely come forward to seek help because of fear of the traffickers, fear of law enforcement, and/or language barriers."
