The Texas Physician Health Program (TXPHP) is an independent program that serves TMB applicants and licensees affected by substance use disorders, physical illness and impairment, or psychiatric conditions. It functions in cooperation with existing entities within the Texas Medical Association, the Texas Osteopathic Medical Association, the Texas Academy of Physician Assistants, and the Texas State Board of Acupuncture Examiners.
The program’s mission is to protect the health of Texans and to promote medical excellence by serving physicians, and other TMB licensed health care providers, affected by substance use disorders physical illnesses and impairment, and/or psychiatric conditions. TXPHP provides education and assistance in diagnosis and treatment through a recovery program adapted according to the specific needs of each participant.

Texas Physician Health Program Participant Compliance

A TXPHP program participant file is not available to the TMB so long as the participant is in compliance with the parties’ agreement. The program is confidential.
However, the TXPHP may confirm participation in the program with the TMB. In responding to Question #4 of the TMB’s form inquiring about existing impairment conditions, a TXPHP participant should answer “Yes”, and state that “I am currently participating in the TXPHP.”
In such instances, the TXHP may confirm to the TMB the fact of participation only. Your written permission would be required for TXPHP to release any additional information to TMB.
Further, participation in the Program alone is not considered to be under a TMB Board Order. However, in specific cases, a TXPHP participant could also be subject to a TMB Order. TXPHP participation does not provide immunity from issues that fall under the jurisdiction of the TMB.

Texas Physician Health Program Participant Entry

The TXPHP accepts self-referrals and referrals from hospitals, employers, staff, colleagues, family, friends, treatment facilities, licensure boards, and other state physician health programs. Referrals to the TXPHP are kept confidential.
