The Texas Department of Insurance (TDI) governs agent and adjuster licensing. The agency’s mission is to protect consumers by regulating the insurance industry fairly and diligently, promoting a stable and competitive market, and providing information that makes a difference.
Agent licensure in Texas includes:

  • Insurance Service Representative
  • Escrow Officers
  • Title Insurance
  • Risk Manager
  • Funeral, pre-arrangement life
  • General Lines – life, accident, health, and HMO
  • General Lines – property and casualty
  • Personal Lines – property and casualty
  • Life Agent
  • Life and Health Insurance Counselor

Adjuster licensure in Texas includes:

  • Property and Casualty
  • Designated Home State – all lines
  • Emergency (catastrophe)
  • Public Insurance
  • Workers’ Compensation

The TDI also offers certain Certifications, such as Long-term care insurance, Medicare-related products, and annuity products.
As of October 1, 2018, if a license type requires an exam, the applicant must have passed the exam within one year of applying for the license. Applications with no record of a passed exam will not be processed.
There is no application fee for military service members, veterans, or military family members with the same or similar license in another state. Candidates must submit a paper application that includes their military identification along with a request to waive the fee. There is a fee for application renewals for services members, veterans, and family members.
Agent and Adjuster license renewal notices are now sent via email to the license holder to their business address on file. Licensees can update their email on file with the TDI through the Texas Producer and Adjuster Portal here.
Complaints Against Texas Agents and Adjusters
The TDI helps resolve consumer complaints against licensed agents and adjusters. The TDI states that it can help consumers with the following types of complaints:

  • Late or slow payment of claims;
  • Policy cancellations and nonrenewals;
  • Improper claim denials;
  • Health care treatment or service denials;
  • Poor customer service;
  • Misrepresentation about what a policy covers;
  • Discriminatory rate increases;
  • False or misleading advertising; and
  • Suspected insurance fraud.
